State of Nature in Scotland 2023 Report

The motion

That the Parliament welcomes the publication of the State of Nature in Scotland 2023 report, developed in partnership by over 50 organisations; expresses deep concern at reports that one in nine species in Scotland are at risk of national extinction; understands that species for which there is the best data have declined on average by 15% since 1994; further understands, in particular, that around half of flowering plant species, mosses and lichens have reduced their ranges since 1970, and that 11 seabird species have halved in population size between 1986 and 2019, not accounting for the effects of highly pathogenic avian influenza; understands that Scotland's upland birds and waterbirds are in decline, and that some moth species have declined by 90%; further understands that these ongoing declines all follow on from larger historic losses of nature across recent centuries that, it believes, must be accounted for in national biodiversity recovery initiatives, recording and indices; commends what it sees as the extraordinary conservation partnerships underway across Scotland, and considers that these partnerships demonstrate how communities, agencies and conservationists can restore biodiversity in partnership, but believes that action across much wider areas and sectors is imperative, and seeks further cross-party commitment to protect, restore and enhance ecosystems and species in Scotland so that future generations can live among, enjoy and benefit from nature.
