World COPD Awareness Day 2023

The motion

That the Parliament recognises World Chronic Obstructive Pulmonary Disease (COPD) Awareness Day 2023, which takes place on 15 November; understands that 3% of the adult Scottish population has doctor-diagnosed COPD; believes that as many as two thirds of cases of COPD are undiagnosed; understands that COPD makes breathing increasingly difficult over time; commends the work undertaken by Chest Heart & Stroke Scotland to provide community healthcare support services to enable people living with COPD to build confidence and manage their condition through supported self-management; is concerned by the findings of Chest Heart & Stroke Scotland’s The One in Five Report, which states that too many people living in Scotland are unable to access rehabilitation support such as pulmonary rehabilitation, which it understands is one of the most effective treatments for COPD, and believes that enshrining the "Right to Rehab" as a human right in Scotland would give everyone who is living with the impact of COPD access to the care that they need, when they need it, and for as long as they need it.
