World COPD Day 2023

The motion

That the Parliament notes that World COPD Day takes place on 15 November 2023; understands that chronic obstructive pulmonary disease (COPD) is an umbrella term for a number of lung conditions, such as emphysema and chronic bronchitis; further understands that COPD is the second most common lung disease in Scotland, with an estimated 140,000 people living with the condition and tens of thousands living without a proper diagnosis, and is a major cause of ill health and death; welcomes the patient surveys by Asthma + Lung UK Scotland, which, it understands, found that only 9% of people surveyed received the five fundamentals of COPD care, down from 14.5% in 2022 and 17.2% in 2021; understands that COPD is a costly disease area, and that, if people are not diagnosed effectively and in a timely manner, provided with full care and treatment and supported to self-manage their condition, they can be hospitalised, leading to long stays in hospitals impacting the person’s long-term health and costing the NHS upwards of £3,000 per four- to eight-day stay, and recognises that the Respiratory Care Action Plan, published in March 2021, addresses and commits to improve prevention, diagnosis, care, treatment and self-management on COPD and other lung conditions.
