Towards a Fossil Fuel Non-proliferation Treaty

The motion

That the Parliament notes that the European Parliament, in voting on its COP28 position, has, for a second year in a row, given its support to the proposal for a global fossil fuel non-proliferation treaty; understands that the aim of a treaty would be to foster international cooperation to accelerate a global transition to clean energy for everyone, end the expansion of coal, oil and gas, and equitably phase out existing production in keeping with what evidence shows is needed to address the climate crisis; believes that one Caribbean and seven Pacific nations are the first nation states to endorse the treaty initiative; understands that the state of California has recently endorsed the treaty proposal, and that more than 2,500 civil society organisations, 700 parliamentarians, 101 Nobel Laureates and 95 sub-national governments and cities around the world, including Edinburgh, have all endorsed the proposal for a treaty, and recognises what it sees as the potential of such a treaty to be complementary to the emissions reduction agreements reached at the UN climate talks, and to provide a much needed framework for a fast and fair exit from fossil fuels.
