Congratulating Chief Superintendent Mike Flynn on His Retirement from the Scottish SPCA
The motion
That the Parliament congratulates Chief Superintendent Mike Flynn on his retirement from the Scottish SPCA after more than 37 years of dedicated service to animal welfare; notes that Mike began his career with the Scottish SPCA in May 1987, having previously worked as an elephant keeper at Edinburgh Zoo; commends Mike for his remarkable achievements during his tenure, including the establishment of the special investigations unit to tackle organised dog fighting, badger baiting and illegal pet trade, and for his significant contribution to the development and implementation of animal welfare legislation in Jersey, Northern Ireland, Republic of Ireland, Canada and Catalonia; recognises his role in authoring the first inspectors instruction manual approved by the Crown Office, and managing all uniformed staff within the society, as well as overseeing all parliamentary issues related to animal welfare and participating in government consultations; acknowledges his tireless campaigning efforts, which culminated in the passage of the Wildlife Management and Muirburn (Scotland) Bill in March 2024, introducing a complete ban on all forms of snares in Scotland and granting the Scottish SPCA enhanced powers to support Police Scotland in tackling wildlife crime; notes his well-deserved recognition in 2006, when he was appointment an MBE in The Queen's 80th birthday honours list for his services to animal welfare; wishes Mike a happy and fulfilling retirement, and expresses its gratitude for his extraordinary contribution to animal welfare in Scotland.
