Recognising COP29 and the Need for Climate Justice

That the Parliament notes the ongoing 29th UN Climate Change Conference (COP29) in Baku, and recognises the continued and significant impact that human-caused climate change is having on the planet; believes that communities across the globe and throughout Scotland, including in the Lothians, are already being negatively affected by the climate crisis; considers that, disproportionately, those most acutely affected by these impacts are those in the global south who have contributed the least to the climate crisis; believes that this is a fundamental and grave injustice; welcomes the discussions held at both the Commonwealth Heads of Government Meeting (CHOGM) and the Commonwealth Parliamentary Association (CPA) conference examining how this injustice may have been compounded by histories of colonialism and oppression; welcomes the fact that Scotland was the first nation to contribute money towards loss and damage caused by climate change; notes what it sees as the need to ensure that loss and damage is included in wealthier countries' New Collective Quantified Goals (NCQGs) for climate finance, which is being discussed at COP29, and considers that Scotland's ongoing commitment to climate action reflects the spirit of cooperation and ambition demonstrated during COP26 in Glasgow.
