Concerns Over Disability Equality Plan Lacking Accountability and Targeted Actions

The motion

That the Parliament is disappointed to read the recent publication of the Scottish Government's revised Disability Equality Plan, published on 20 June 2025; understands that this plan was supposed to outline realistic, accountable targets on how to improve the lives of the approximately one million disabled people in Scotland; understands that, at a meeting held on 13 November 2024 between various cross-party MSPs, disabled people's organisations (DPOs) and the Minister for Equalities, the DPOs strongly expressed their disappointment with the first draft of the plan; considers that the revised plan issued in June still contains no key dates for accountability, even though the minister responded to written question S6W-38899 stating that “the plan introduces a robust governance framework to hold us accountable for delivering on our commitments—whether that’s reducing the disability employment gap, reforming social care, or promoting and protecting disability rights”, and calls on the Scottish Government to stop hiding behind what it sees as false rhetoric, and to actually deliver a Disability Equality Plan that will start to break down barriers and meet some of the key requirements of disabled people in Scotland to allow them to participate fully and equally in society.
