Solidarity with PCS Members in Dispute with Ofgem

Lodged by Mercedes Villalba Standard Motion 5 supporters

The motion

That the Parliament recognises that the Public and Commercial Services Union (PCS) is in dispute with the Office of Gas and Electricity Markets (Ofgem) over pay, jobs, working conditions and industrial relations; notes the result of the PCS industrial action ballot on 12 June 2025, which had a turnout of 65%, with 85% of PCS members voting "Yes"; understands that, since 12 June 2025, PCS has attempted to resolve the areas of the dispute through negotiation and avoid the need for industrial action; believes that the impasse has been created by Ofgem's apparent refusal to engage constructively with alternative offers put forward by the PCS, including a new pay negotiations framework, a new industrial relations framework, and a new policy for carrying out restructuring, redeployment and redundancy; understands that the PCS has therefore called industrial action on 26 to 28 August 2025, to coincide with Ofgem’s “price cap day” on 27 August, when the price cap for Autumn 2025 is expected to be announced; expresses its full solidarity and support for PCS workers taking industrial action, and encourages elected representatives to join workers on the picket lines between 8.00 am and 11.00 am at Commonwealth House in Glasgow on the days of action.
