10 Years of the Disclosure Scheme

The motion

That the Parliament recognises that 1 October 2025 marks 10 years since the introduction of the Disclosure Scheme for Domestic Abuse Scotland, which allows anyone with concerns about their partners to ask Police Scotland whether that person has a history of abuse; understands that, since then, 35,847 applications have been made, with 19,867 disclosures issued, representing 55% of all requests; recognises that this scheme can be life-saving for potential victims of domestic abuse, the majority of whom are women; expresses concern over the reported prevalence of domestic abuse in Scotland with almost 64,000 incidents recorded in 2023-24, and notes the calls for the Scottish Government to do more to eliminate the scourge of domestic abuse from society in the West Scotland region and across the country.
