Concerns Regarding Use of Illegal E-bikes and Uninsured Driving

The motion

That the Parliament notes concerns regarding the reported increasing number of incidents involving e-scooters and high-powered e-bikes; understands that between 2020 and 2025, there were 42 related claims in Scotland, totalling more than £1 million in compensation; recognises reports that serious injury claims often involve pedestrians and other vulnerable road users, frequently in residential or built-up areas and sometimes on pavements or paths; notes reported concerns about the availability of powerful e-bikes and e-scooters online and in retail outlets despite restrictions on their use on public roads; further notes what it sees as the wider issue of uninsured and hit-and-run driving in Scotland, with over 5,000 claims reportedly recorded between 2020 and 2025, and welcomes partnership work with Police Scotland to tackle uninsured driving and improve road safety.
