Impact of Motability Changes in the Highlands and Islands

The motion

That the Parliament recognises concerns regarding planned changes to the Motability Scheme following UK Government tax changes announced in the Autumn Budget 2025; considers that revised mileage allowances and increased excess mileage charges could disproportionately impact Motability users living in rural, remote rural and island communities; recognises that, in many rural areas, essential journeys for healthcare, shopping, employment and caring responsibilities routinely involve significantly greater travel distances than in urban areas; understands that there are concerns that a standard 10,000-mile annual allowance may leave some users effectively unable to travel later in the lease period; further understands that Motability Operations is considering a limited exemptions process; believes that users should not be disadvantaged because of where they live, and calls on Motability Operations to introduce a specific rural exemption regime, including consideration of higher mileage allowances or reduced excess mileage charges for users living in remote rural and island communities, including the Highlands and Islands.
