Baroness Thornton moved amendment 58ZZZB, in clause 10, page 8, line 15, at end insert: “( ) No Boundary Commission shall begin work on a report to be submitted under subsection (1) above until both Houses of Parliament have approved a separate report issued by the Secretary of State confirming that particular action has been taken to maximise the proportion of 17 to 24 year olds who are on the electoral register.” The Committee divided:
