Baroness Thornton moved amendment 300A, in clause 302, page 271, line 35, at end to insert: “(A1) Part 3 of this Act shall come into force, by order, on a date to be determined by Parliament, which shall not be before April 2016. (A2) Before bringing forward any order to bring Part 3 of this Act into force the Secretary of State shall consult the NHS Commissioning Board, the Independent Regulator of Foundation Trusts, the Care Quality Commission, patients or their representatives, and staff delivering NHS services or their representatives, and shall report to Parliament on the outcomes of the consultation. (A3) Any such order must be laid in draft and approved by a resolution of each House of Parliament.” The House divided:
