Welfare Benefits Up-rating Bill

Lord Kirkwood of Kirkhope moved amendment 4, in clause 1, page 2, line 2, at end to insert: “( ) Subsection (1) does not apply in relation to a tax year if, on the review in that tax year under section 150(1) of the Social Security Administration Act 1992, the Secretary of State determines that the general level of prices, measured by the Consumer Price Index, for Great Britain has increased by 3% or more over the period under review.” The House divided:
