Lord Lipsey moved amendment 120, in clause 67, page 57, line 17, to leave out from “person” to “in” in line 18 and insert “fraudulently or negligently misrepresents or fails to disclose any material fact that they might have reasonably been aware would have a bearing on expenditure incurred by the local authority”.
