Lord Touhig moved amendment 27, in clause 2, page 3, line 17, to leave out subsections (4) and (5) and insert: “( ) A statutory instrument containing regulations under section 1 or section (Discharging the section 1(1) duty) may not be made unless a draft of the instrument has been laid before, and approved by a resolution of, each House of Parliament.” The House divided:
