Lord Rosser moved amendment 150A, as an amendment to amendment 150, to leave out subsection (2) and insert—“(2) After subsection (1) insert—“(1ZA) If a person, without lawful authority or excuse, in any way wilfully obstructs the free passage along a highway which is part of the Strategic Road Network he is guilty of an offence and liable to imprisonment for a term not exceeding 51 weeks or a fine or both.””The House divided:
