Then Lord German moved, as an amendment to the motion that the bill be now read a second time, to leave out from “that” to the end and insert “this House declines to give the bill a second reading because it(1) places the United Kingdom at risk of breaching its international law commitments;(2) undermines the rule of law by ousting the jurisdiction of the courts;(3) will lead to substantial costs to the taxpayer;(4) fails to provide safe and legal routes for refugees; and(5) fails to include measures to tackle people smuggling gangs.”The House divided:
