It was moved by the Earl of Shrewsbury, in Clause 27, page 29, line 28, at end to insert: “( ) This section shall not apply to a transfer that takes place in accordance with rules made by the Secretary of State specifying measures to be taken prior to any transfer that is not face-to-face.”; which being objected to, the question was put thereupon, and the Committee divided:
