The Scottish Government has had no discussions with the operators of Glasgow Prestwick Airport regarding a guaranteed provision of public transport. In compliance with European Union State aid rules, the airport is operated on a wholly commercial basis and at arm’s length from the Scottish Government. Any guaranteed provision of transport to and from the airport is a commercial decision for the airport’s management team. I was, however, pleased to see that from 17 March 2016 Glasgow Prestwick Airport will be providing an early morning and late night bus service – the X99 Airport Express – which will depart Glasgow to get people to the airport for early morning flights, and will return to Glasgow from the airport once the final flight of the day has been cleared. This will operate seven days a week, initially until October 2016.

Onshore revenues constitute all current receipts except those from offshore corporation tax, supplementary charge and petroleum revenue tax.

We proposed an amendment to the Scotland Bill to devolve tax credits to put beyond doubt our ability to mitigate impacts of all the tax credit changes proposed for all families impacted, including those losing their entitlement entirely. This would have been the most straightforward and efficient way to mitigate the impacts of the cuts but it was not passed by the UK Parliament on 9 November 2015. We welcome the new amendment tabled by the UK Government on 4 November 2015 and passed by the UK Parliament on 9 November 2015 which will provide the Scottish Parliament with the power to create new benefits as long as this is funded out of the Scottish Consolidated Fund.

NHS Greater Glasgow and Clyde has confirmed that it does not know of anyone being advised that keyhole surgery was too expensive or should be avoided or minimised due to costs. The board has advised the Scottish Government that no concerns have been raised with staff in relation to the use or cost of keyhole surgery.
