Ministers and Government officials meet representatives of all NHS boards on a regular basis. Forthcoming meetings with representatives of NHS Lothian will cover a wide range of matters of current interest to the NHS in Scotland in general and to NHS Lothian in particular.

To ask the Scottish Executive which NHS boards provide funding for eculizumab for the treatment of paroxysmal nocturnal haemoglobinuria.

Eculizumab is not recommended by the Scottish Medicines Consortium for use within NHSScotland. As a result, each individual case needs to be considered by the host NHS board according to the specific needs of each individual patient. Information is available for Scottish patients in the care of the UK designated specialist service at the outreach clinic in Monklands Hospital, Lanarkshire. At present, eculizumab has been approved for the treatment of individual patients with paroxysmal nocturnal haemoglobinuria in five areas - NHS Lanarkshire, NHS Forth Valley, NHS Ayrshire and Arran, NHS Greater Glasgow and Clyde and NHS Lothian.

Seven Scottish patients with paroxysmal nocturnal haemoglobinuria are currently treated with eculizumab through the UK designated specialist service, which provides an outreach clinic in Monklands Hospital, Lanarkshire.

In the three years from 2008-09, the Scottish Football Association was awarded £2.535 million direct from the Scottish Government to deliver a wide range of football opportunities as part of the Cashback for Communities programme. A further £2 million has been provided from the Cashback for Communities programme to sportscotland to help support the delivery of quality facilities in communities across Scotland. The Scottish Football Association has received significant funding from sportscotland in each of the last ten years to support the implementation of the sport''s development plan. The level of investment is an operational matter and I have asked the chief executive of sportscotland, Stewart Harris, to provide the detailed information requested.

The Scottish Government will give due consideration to the Department of Health cancer drugs fund consultation findings once they are published. Scotland has robust, equitable and transparent arrangements for the introduction of newly licensed clinically and cost-effective medicines to treat all conditions, including rare diseases. The arrangements include opportunities at local level for clinically led consideration of medicines for individual patients in certain circumstances. In appraising orphan medicines to treat rare diseases, the Scottish Medicines Consortium (SMC) may, in addition to the standard assessment of clinical and cost-effectiveness, apply modifiers which consider other additional factors. subject to meeting certain criteria, this can facilitate acceptance of a medicine notwithstanding the economic evidence provided. To ask the Scottish Executive whether it plans to make extra funds available or adapt the existing Scottish Medicines Consortium health technology assessment process in order to improve access to ultra-orphan treatments.

The Scottish Government currently has no plans to make extra funds available. The Scottish Medicines Consortium (SMC) gives due consideration to its processes on a regular basis. Scotland has a robust, equitable and transparent arrangements for the introduction of newly licensed clinically and cost-effective medicines to treat all conditions, including rare diseases. The arrangements include opportunities at local level for clinically led consideration of medicines for individual patients in certain circumstances. In appraising orphan medicines to treat rare diseases, the SMC may, in addition to the standard assessment of clinical and cost-effectiveness, apply modifiers which consider other additional factors.
