To ask the Scottish Executive what the shortest turnaround has been in days for obtaining Regional Selective Assistance from application to (a) decision and (b) receipt of funding.

Prior to submitting an RSA applicationwe encourage companies to discuss the details of their projects with us to preventthem from undertaking any unnecessary work in the early stages of the process.The shortest turnaround, in thelast three years, for obtaining an offer of RSA from application to decision, isthree days. However, this does not take account of the work carried out prior tothe application being made.In terms of receipt of funding,I refer the member to the answer to question S2W-32579 on 27 March 2007. The average turnaround fromapplication to decision for the last financial year are noted as follows. Payment ofgrant depends on the progress of each project and is outwith the departments control,as such we do not maintain records of the average time from date of applicationto receipt of funding. We have a targetto authorise 95% of claims within five working days of the company providingthe full documentation required to process the claim. If the claim is not fullydocumented when received we have a further target of 10 days to contact theapplicant to detail what information is required to process the claim. Thesetargets have been met in full for the same period as above (November 2002 toOctober 2006).

To ask the Scottish Executive whether the new tier of Regional Selective Assistance for small and medium-sized enterprises and the simplification of the national grant structure will impact on the effectiveness of checks on these companies prior to them obtaining a grant.

The new tier of RSA for SMEsand simplification of the grant structure is aimed at encouraging as manyeligible small and medium-sized enterprises (SME) as possible to access grant. AllRSA applications will be assessed against the scheme criteria. As at present,the level of scrutiny will depend on the amount of grant requested but therewill be no reduction in the effectiveness of checks as a result of the newarrangements.

Applications for RSA areassessed, against the scheme criteria, by Executive Officials in the Innovationand Investment Grants unit. The scheme criteria require that anassessment be made of viability, need for support and economic benefit. Inassessing applications, officials will, if necessary seek to obtain additionalinformation on directors and companies from external sources. Each applicationis assessed on its own merits but the larger the grant the greater thescrutiny. We do offer a more streamlined process for applications up to£250,000, but in cases over £250,000, the Scottish Industrial DevelopmentAdvisory Board provides independent advice before grant is offered.

The consolidation of grantmanagement and delivery functions for research and development and RegionalSelective Grants (RSA) grants within the Enterprise Transport and LifelongLearning Department took place in January 2007. Details of the new Innovationand Investment Grants (IIG) division which replaced the former RSAScotland division and part of the Business Growth and Innovation division is asfollows; Branch 1 – RSA; Branch 2 – Innovation; Branch 3 – Grant Management,and Branch 4 - State Aid Unit.In addition, a newindependent website for IIG is being finalised and will be launched in the verynear future.

To ask the Scottish Executive what representations it has made to the UK Government concerning any companies, in receipt of Regional Selective Assistance, that take National Insurance (NI) contributions from workers but do not pass them on or pay the company’s NI contributions to HM Revenue and Customs.

We aware of allegations madeagainst one company in receipt of RSA and have passed details of this to HM Revenueand Customs, Debt Management Enforcement and Insolvency Service.

None. We are not aware of anycompanies in receipt of RSA which have not registered, if required to do so. Notall businesses need to register with HM Revenue and Customs.
