Fit and proper test for club owner 5 yearly so transparency is maintained

To liaise with the fa football association to require football club owners to resit the owners and directors test every 5 years. This should be required so clubs transparency can be maintained to stop owners the likes of Mike Ashley destroying clubs and not investing in their future
