Include newly self employed 19-20, for COVID-19 Self-employment Support Scheme.

I would like them to consider the newly self employed members of the UK and allow them to benefit from the COVID-19 Self-employment Income Support Scheme. The self-assessment window for 2019-20 starts on the 6th April 2020, why can’t this tax return be used to enable them to receive this support?
