Do not allow schools / councils to fine parents who live / educate within a tier

What the petition asks

Do not allow fines to be issued to parents where that school sits within a tiered area of the UK, if its not safe for me to be out, then it's not safe for our children.
The Government is worried about our children and them missing out at school. But these are times that need action. Where we live in a high tier area, do not allow my childrens school to issue a fine. I can keep my children educated / safe from the safety of my own home. A school is risk, unnecessary risk in some situations. Where a parent CAN be at home and CAN educate their children, allow for this during this covid crises.
