What the petition asks

Allow driving instructors to pass off students who are ready so they have a full license depending on the vehicle they are training in.

Due to massive buildup on the driving tests in England it feels unfair to the students who are waiting to do a test and are unable to get one due to the queue of people however they are fully capable to own a full license many spend money on insurance on cars which are sitting there building dust as they are unable to obtain a full license at this current moment in time. This would also clear the huge queue of people waiting for what feels like forever.

Why it was rejected
