Implementation of mandatory insurance coverage for cyclists and horse riders to cover possible damage to property.
Proof of competent handling of horse riders to use the public highway
A small mandatory fee contributing to maintaining road conditions
With the changes to the highway code giving cyclists and horse riders more right of way, it would create more of a dangerous environment for all parties. Cyclists and horse riders should be required to have valid insurance coverage incase of damage to property where blame is proven. horse riders required to prove competent rider skills on the public highway, such as all other road users, and a small annual fee contributing to maintaining public highway conditions
