Review repayment terms for child benefit.

What the petition asks

Review the pay back rules for child benefit to be based on a household income of £100k or more. Currently if 1 parent earns over £50k you need to start to pay back child benefit. However a household can have 2 parents earning £49k each and not have to pay any child Benefit back. How is this fair?
