United Nations Universal Declaration for Animal Welfare

The motion

That the Parliament believes that animals are sentient beings capable of suffering and experiencing pain; recognises the need for a United Nations universal declaration for animal welfare to acknowledge this fact globally; welcomes the recently launched World Society for the Protection of Animals’ “Animals Matter to Me” petition aimed at collecting 10 million signatures at www.animalsmatter.org in support of such a universal declaration; supports the work of the Scottish SPCA in promoting the campaign and its petition in Scotland, and calls on the Scottish Executive to urge the relevant UK Minister to attend a ministerial conference to support the proposed universal declaration in New York in 2007.
