As an amendment to motion S4M-05934 in the name of Aileen Campbell (Scotland – the Best Place to Grow Up), insert at end ", and agrees that one of the best ways to ensure that there is the earliest identification of problems is the introduction of a universal health visitor system, particularly for children aged from 0 to 2."
