Edinburgh’s Housing Policy 10

The motion

That the Parliament notes the successful appeal by Buile Developments Ltd against a decision by the City of Edinburgh Council to refuse planning permission for a development of privately-run purpose-built student housing in Bernard Terrace on the south side of the city; believes that the judgement presented a novel interpretation of the council's Housing Policy 10, which, it understands, seeks to limit the concentration of such housing by rejecting off-campus applications that would increase to more than 30% the share of the population of any census data zone in full-time education; believes that this condition of Housing Policy 10 was the original ground for rejection by the council; notes the view that both long and short-term residents in the south side deserve adequate levels of affordable, quality accommodation; understands that, at up to £209 per week, prices in nearby privately-run purpose-built student accommodation are far higher than in the on-campus accommodation operated by the University of Edinburgh, and notes the calls for the proportionate application of Housing Policy 10 as was intended by the City of Edinburgh Council.
