As an amendment to motion S5M-07750 in the name of Alex Rowley (Finance), leave out from "income tax" to end and insert "there is no case for raising income tax rates in Scotland above those payable elsewhere in the UK and that, to provide clarity and reassurance for the lowest paid, a rise in the basic rate of income tax should be immediately ruled out."
