Under-claiming of Universal Credit

The motion

That the Parliament notes with concern the unintended consequences of negative publicity attracted by the roll-out of Universal Credit; understands that an unfortunate effect of this is a reluctance to claim Universal Credit among those who are vulnerable and in need of support; believes that all citizens are entitled to enough money to live on and that the under-claiming of benefits is a serious issue within communities, and commends Citizens Advice Scotland on its Help to Claim service, which provides claimants with free, confidential and independent assistance on claiming full entitlement.
