Taiwan’s Professional, Pragmatic and Constructive Participation in the UNFCCC

That the Parliament understands that Taiwan has passed the Greenhouse Gas Reduction and Management Act, which sets out a target to lower greenhouse gas emissions to 50% of 2005 levels by 2050, and also sets a goal of having 20% of its energy mix coming from renewable sources by 2025, including solar and wind power; considers that Taiwan has shared good environmental governance experience, introduced early warning systems, green technology and energy efficiency projects, and exported green finance and technological innovation products to many other countries; believes that both the UN Framework Convention on Climate Change (UNFCCC) and Paris Agreement highlight that the global nature of climate change calls for the widest possible participation of all countries in order to achieve an effective and appropriate response, and that Taiwan’s participation in the UNFCCC by extending invitations via the very limited quota of NGO participants permitted to attend Conference of the Parties sessions is insufficient; supports the idea that Taiwan should be afforded the opportunity to participate in global mechanisms, negotiations and activities that promote the implementation of the Paris Agreement in the same way as other countries, and believes that it should continue to be invited to participate in the 25th session of the Conference of the Parties of the UNFCCC.
