ICCAN Report on the Future of Aviation Noise Management

The motion

That the Parliament recognises the publication of the Independent Commission on Civil Aviation Noise (ICCAN) Report on the Future of Aviation Noise Management; notes that, when ICCAN was first established, it was asked to consider how aviation noise could be managed better, as well as how the framework of regulation should evolve; understands that ICCAN undertook a thorough review of the regulatory landscape and existing enforcement mechanisms relating to aviation noise, and has concluded that the current framework in which airports, airlines and others operate is complex and hard to navigate, and that it is not always clear where responsibility or accountability lies; welcomes this report and the recommendation from ICCAN that things must, and can, be done differently, by offering a thoughtful and practical route map from how things were before the COVID-19 pandemic to a new world where persistent aircraft noise problems for communities under flight paths are addressed in consistent and transparent ways, and improve the way aircraft noise is managed, and commends the report.
