The motion

That the Parliament condemns in the strongest possible terms reports of what it understands to be illegal metal detecting at Bar Hill Fort, near Kirkintilloch on the Antonine Wall; notes that the Antonine Wall is the Roman Empire frontier system running across central Scotland from the Firth of Forth to the Clyde estuary; understands that it was constructed c AD 142 on the orders of the Emperor Antoninus Pius; further understands that the Antonine Wall was inscribed as part of the Frontiers of the Roman Empire World Heritage Site in July 2008; commends what it sees as the excellent work undertaken by the Rediscovering the Antonine Wall project, which aimed to raise awareness of the Antonine Wall, primarily amongst local communities but also with visitors; understands that this project finished in 2021, having received funding from the National Lottery Heritage Fund, Kelvin Valley & Falkirk LEADER Programme, five local authorities and Historic Environment Scotland for activities; further understands that metal detecting activity on scheduled sites and the removal of any items from the site is illegal without prior consent and is subject to prosecution; believes that heritage crime is increasing across the country, and supports Historic Environment Scotland and Police Scotland which, it understands, are taking action against these illegal activities to the full extent of the law, and considers that, while heritage crime is reportedly increasing, there are many ethical metal detecting enthusiasts who work alongside archaeologists, community archaeology projects, and who comply fully with the law in seeking appropriate permissions, reporting all finds under the Scottish Treasure Trove system.
