Perth and Kinross Council Suspends Twinning Arrangement and Expresses Solidarity with Ukraine

The motion

That the Parliament welcomes reports of the unanimous decision of Perth and Kinross Council to suspend its twinning link with the Russian city of Pskov; considers that city twinning has been an important means of sharing cultural understanding and building trade relationships; believes, nevertheless, that the decision to suspend the twinning arrangement should indicate to friends in Pskov what it sees as the strength of opposition to Russia’s invasion of Ukraine; welcomes what it sees as the determination of Perth and Kinross Council to welcome Ukrainian refugees, and notes what it understands is the intention to seek twinning arrangements with a Ukrainian city once the conflict is over.
