Taiwan’s Meaningful Participation in the International Civil Aviation Organization (ICAO)

The motion

That the Parliament understands that Taiwan is responsible for managing the heavily-travelled Taipei Flight Information Region in East Asia; recognises that, according to Airports Council International, Taoyuan International Airport was the fourth-busiest airport in the world in 2020 for international cargos; notes that the 41st International Civil Aviation Organization (ICAO) Assembly will be held in Montreal, Canada, from 27 September to 7 October 2022; understands that Taiwan previously participated in the 38th ICAO Assembly as a guest of the Council President of the ICAO, but has not done so since; believes that partners in the Indo-Pacific region can contribute to regional and global aviation safety with their experience and technology; considers that ICAO should incorporate the participation of all civil aviation-related stakeholders to ensure the safe and orderly development of international civil aviation; notes that, historically, G7 foreign ministers supported the substantive participation of all aviation authorities in ICAO forums in a communique issued in April 2019; commends what it sees as the diverse international staff of ICAO for their continued hard work and dedication to promoting sustainable growth of the global civil aviation system, and believes that the absence of Taiwan as an observer in the 2022 ICAO Assembly is notable and regrettable given the role it plays in regional aviation prosperity and safety.
