International Day of Commemoration and Dignity of the Victims of the Crime of Genocide and of the Prevention of this Crime
The motion
That the Parliament notes that 9 December 2022 is the International Day of Commemoration and Dignity of the Victims of the Crime of Genocide and of the Prevention of this Crime; recognises that this United Nations recognised day also marks the 74th anniversary of the 1948 Convention on the Prevention and Punishment of the Crime of Genocide (the "Genocide Convention"), the first human rights treaty adopted by the UN General Assembly; understands that the Convention signifies the international community’s commitment to "never again" and provides the first international legal definition of genocide, widely adopted at national and international levels; believes that it is critically important to understand the root causes of genocide in order to prevent it; considers that, while conflict has many causes, genocidal conflict is identity-based and tends to occur in societies with diverse national, racial, ethnic or religious groups that are locked in identity-related conflicts; further considers that the critical step is to identify the factors in a given situation that lead to acute disparities in the treatment of a diverse population, and to seek ways to diminish and eventually eradicate these possible causes of genocidal violence; hopes that the aim of "never again" seeing genocide can be achieved soon, while recognising, sadly, that it still exists in the world, and further hopes that parliaments, governments and citizens around the world note what it sees as the significance of this International Day.
