Stroke Awareness Month 2023

The motion

That the Parliament recognises May as Stroke Awareness Month; understands that Stroke Awareness Month 2023 has particular significance for stroke care in Scotland, with the planned publication of a refreshed Stroke Improvement Plan; believes that stroke is a major health and social care condition, which does not receive the attention or resources that its scale and impact merits; understands that stroke is the biggest single cause of disability for adults; notes reports that, on average, there is more than one stroke every hour in Scotland, and that, as a consequence, there are more than 128,000 people currently living with the often life-changing effects of stroke; understands that there are more than 16,000 people in Mid Scotland and Fife who are recovering from a stroke; considers that stroke outcomes for many can be significantly improved; encourages the Scottish Government, therefore, in the context of the refreshed Stroke Improvement Plan, to set out the commitments that NHS boards must deliver against, which, it believes, must be ambitious, specific and adequately resourced; believes that this should include a clear, unambiguous commitment to publish a definitive timeline for full delivery of a safe, equitable, national 24/7 thrombectomy service, making what it sees as this game-changing procedure available to all who need it wherever they live; considers that this would benefit at least 800 stroke patients in Scotland annually once fully operational, and would save many from being affected by disabilities, and believes that it would also offer the health and social care system an estimated average savings of around £47,000 per procedure.
