In Memoriam of Arthur Midwinter

The motion

That the Parliament recognises the passing and legacy of Arthur Midwinter; understands that Arthur’s career was varied but was one that focused largely on public service in one form or another; notes that Arthur was born in Arbroath in 1945; understands that he became a police officer after leaving school and achieved great success in policing exams before eventually delivering courses at the Scottish Police College at Tulliallan Castle; recognises that in 1970, Arthur took the decision to leave the force to pursue academic interests, first graduating from the University of Dundee before obtaining his PhD from the University of Aberdeen; believes that academia was a calling for Arthur, allowing him to combine his analytical expertise with a love of all things politics; understands that Arthur worked extensively with various Scottish local authorities, COSLA, and advised the Scottish Office before his expertise and experience was framed in national context when he became a budget advisor in the early 2000s to the Finance Committee at the Scottish Parliament; commends Arthur Midwinter for his fantastic work and the contributions that he made to Scotland over a dedicated career, and extends its sympathies to his family, friends and the wider community following his death.
