Calling for the Scottish Government's Consideration of New Recommendations on Redress for Mesh Survivors

The motion

That the Parliament acknowledges the report from the Patient Safety Commissioner for England, Dr Henrietta Hughes OBE, The Hughes Report: Options for redress for those harmed by valproate and pelvic mesh, which has recommended that women who have experienced damaging vaginal mesh surgery should receive an initial financial compensation award, with a suggested amount of £20,000, through an "Interim Scheme" and for the payment to be made in 2025; recognises that the report also recommends the establishment of a "Main Scheme" and that this would be focused on the individual needs and harm experienced by patients whose lives have been significantly damaged by faulty pelvic mesh surgery; notes that the Main Scheme would be centred around a more tailored approach for each individual and with more robust evidential requirements; further notes that, according to the report, more time would be needed to formulate the Main Scheme and that it may lead to even larger financial redress awards for mesh survivors; recognises that the Scottish Government previously established a £1 million mesh fund, with one-off, £1,000 payments awarded to patients in order to help meet the costs associated with practical or emotional support and that the Parliament unanimously approved the Transvaginal Mesh Removal (Cost Reimbursement) (Scotland) Bill on 25 January 2022 to establish a scheme for the reimbursement of costs associated with women experiencing private mesh removal surgery; acknowledges that the statutory remit of the Patient Safety Commissioner only extends to England, and that the UK Government is currently considering the recommendations of the report; believes the significance of the report is such that its findings should also be evaluated by the Scottish Government, and considers that, in view of the suggested compensation award of £20,000 for mesh injured women, and with the potential for further payments, the Scottish Government should now urgently consider what scope there is for mesh survivors in Scotland to receive appropriate financial redress.
