It was moved by the Lord Kingsland, in Clause 95, page 52, line 22, at end to insert “, provided that such an Order is not to the detriment of those who have either benefited from or acted in reliance upon the state of the law before the retrospective Order is made”; which being objected to, the question was put thereupon, and the House divided:
