Lord Oxburgh moved amendment 1, in clause 1, in page 2, line 4, to leave out subsection (5) and insert: “(5) The first decarbonisation order must be made before 1st April 2014 and the year in relation to which the decarbonisation target range is set must be 2030.” The House divided:
