Lord Low of Dalston moved amendment 3, in clause 2, page 2, to leave out lines 15 to 21 and insert “omit from “reducing” to the end of subsection (3) and insert “an adverse effect on the complainant, or a serious adverse effect on any other person, of any matter to which the complaint relates.””.
