Lord Craig of Radley moved amendment 1, in clause 1, page 1, line 7, at end to insert “, subject to subsection (2A).(2A) Sections 2 to 4 of this Act come into force only when the Secretary of State has sought to negotiate an amendment to Article 11 of the Treaty to ensure that the United Kingdom would cease to make payments to the government of Mauritius in the event that the use of the Base for military purposes became impossible.”The House divided:
