It was moved by the Lord Glentoran, as an amendment to the motion that the draft Order laid before the House on 8th February be approved, at end to insert “but this House regrets that the Government have not provided the opportunity for the people of Northern Ireland to express their opinion on the matter, either through democratically elected institutions or by means of a referendum”; which being objected to, the question was put thereupon, and the House divided:
