Increased Measures to Tackle Littering Across Scotland

The motion

That the Parliament regards littering as both an anti-social and environmental problem that adversely affects communities and the environment; notes research from Keep Scotland Beautiful, which it considers shows local environmental quality at its lowest point for a decade; further notes the £53 million annual cost to tackle littering and notes calls for renewed action to reduce these negative impacts; believes that fixed penalty notices play an important role in discouraging littering while complementing other anti-littering strategies, such as education programmes for those acting irresponsibly, and the work of local volunteer groups, such as the Save Broom Park group in East Renfrewshire and the Pals of the Privies in Paisley, which both work to keep their local communities free from litter, and notes calls for an increase in the default fixed penalty notice tariff from £80 to £100, which it believes many consider will reinforce efforts to ensure that littering is a socially unacceptable practice.
