It was moved by the Lord Hunt of Kings Heath that the draft Regulations laid before the House on 12th December be approved; then it was moved by the Lord Alton of Liverpool, as an amendment thereto, to leave out all the words after "That" and insert "this House declines to approve the draft Regulations laid before the House on 12th December until a Select Committee of the House of Lords has reported on the issues connected with human cloning and stem cell research"; which being objected to, the question was put thereupon, and the House divided:
