Lord Carlile of Berriew moved amendment 96, in clause 21, page 27, line 9, to leave out subsections (5) and (6) and insert—“(5) The Secretary of State may by regulations make provision about the circumstances in which it is necessary for a person to be present in the United Kingdom to provide cooperation of the kind mentioned in subsection (3)(a).”The House divided:
